The Financial Assistance Program for Domestic Help Services enables people using the services of a domestic help social economy business to benefit from a reduction of the hourly rate charged. The reduction corresponds to basic financial assistance and, if applicable, to variable financial assistance, which applies based on the income and family situation of the person concerned.
Social economy business A small business in the grass-roots entrepreneurial, not-for-profit sector that is based on democratic values and seeks to enhance the social, economic and environmental conditions of communities, often with a focus on their disadvantaged members.
ClienteleAny person aged 18 years old or over who
General ConditionsTo be eligible for the Program, a person must receive domestic help services provided by a domestic help social economy business accredited by the ministère de la Santé et des Services sociaux. Special ConditionsTo be eligible for variable social assistance, a person must be in one of the following situations:
Note If a person receives compensation for the costs of domestic help services under a public plan (e.g. Commission des normes, de l'équité, de la santé et de la sécurité du travail, Société de l’assurance automobile du Québec, Anciens combattants Canada) or a private insurance plan, only the portion of the costs exceeding the compensation amount may give rise to entitlement under the Program.
Where family income exceeds the exemption threshold, the maximum variable financial assistance of $10 is then reduced by $1.25 each portion of $3,000 by which family income exceeds the threshold. The following table shows the family income at which basic financial assistance of $10 is granted, and the income which renders a family ineligible for basic financial assistance according to household size:
Terms of paymentThe person pays only the difference between the rate charged by the domestic help social economy business and the reduction he or she receives.
The program came into force on April 1, 1997.
