A person can exercise his or her right to refuse to participate in the Québec Health Record at any time, regardless of the region where he or she lives.
A person is only allowed one period of refusal. The period always starts on the date the person begins participating in the Québec Health Record. The period may end at an unspecified, past, present or future date. The end date can be withdrawn or modified at any time. Anyone who has refused to participate in the Québec Health Record may change his or her mind at any time and withdraw his or her refusal. Effect of refusalWhen someone refuses to participate in the Québec Health Record, his or her health information can no longer be accessed. Health information about the person continues to be collected by the Québec Health Record but it cannot be consulted. Only the following information about the person can be viewed in the Québec Health Record:
