Persons insured under the public healthcare insurance plan who present their health insurance card when receiving healthcare services covered by the plan do not have to pay for these services.
Persons covered by the public prescription drug insurance plan must also present their card in order to obtain the medicines covered under the plan. They must however pay part of the cost of the purchased drugs.
If a person does not show his or her card, or if the card is no longer valid, he or she must pay the healthcare professional for the service received and the request reimbursement subsequently from the Régie de l'assurance maladie du Québec.
However, in the following cases the person may obtain healthcare services covered by the plan without paying and without showing his or her card:
Photo and signature
Unless exempted, persons between 14 and 74 years of age must have a health insurance card bearing their photo and signature.
Notice or renewal of the card
Generally, the insured person receives a renewal notice from the Régie approximately 3 months before the expiry of the card. The following persons do not receive of renewal:
The renewal procedure is different for holders of a card with a photo than for holders of a card without a photo.
Renewing the health insurance card and the driver's licence at the same time
Holders of a driver's licence may renew their licence and health insurance card at the same time, provided they do so before the expiry of the licence.
When an insured person dies, usually the family or loved ones of the deceased give the health insurance card the funeral director. Otherwise, the card must be sent to the Régie within 3 months of the death.
Permanent departure from Québec
When a person leaves Québec permanently, he or she must return the health insurance card to the Régie as soon as he or she is no longer under the plan.
Consent to organ and tissue donation
The Régie sends the health insurance card along with a sticker indicating consent to organ and tissue donation. Consent is given when the person signs and puts the sticker on the back of his or her card.
