International adoption requires several steps to be taken within either the adoption process or the citizenship/immigration process. Adoption process All Québec residents (see the definitions) who wish to adopt a child domiciled abroad must be authorized to do so by the Secrétariat à l’adoption internationale, even if the child is a relative. In most cases, the adopter will use the services of certified bodies for the international adoption of a child. These bodies act as intermediaries between the child’s country of origin and the adopter. They support the adopter in his or her adoption plan. Citizenship or immigration process Since December 2007, Canadian citizens may apply for Canadian citizenship for an adopted child, which avoids having to go through the sponsorship process. Adopters who cannot or who do not wish to apply for citizenship for the child they wish to adopt must go through the immigration process, which consists of submitting an application for sponsorship and an application for permanent residence with the Government of Canada, as well as an application under the family class category with Québec’s immigration services.
