In Québec, anyone who wishes to carry out activities in the construction field must hold a licence from the Régie du bâtiment du Québec (RBQ), which attests to the contractor’s competence. Contractor’s licences can be either general or specialized, depending on the subclasses of work that they cover and that the contractor is authorized to carry out. Building ContractorA building contractor is a person who carries out construction work or has construction work carried out for someone else, or who draws up or submits tender bids for the purpose of carrying out such work or having it carried out for a profit. Owner-BuilderAn owner-builder is a person who carries out construction work or has construction work carried out for his or her own account as a personal proprietorship, company, legal person or public legal person that owns a building, public-use facility, installation independent of a building, petroleum equipment installation or civil engineering structure.
