Requesting a Criminal Background Check for a Person Who Works with a Vulnerable Clientele in Québec

To request a criminal background check for a person who works with a vulnerable clientele in Québec, the person must do one of the following, depending on whether or not a private firm authorized by the Royal Canadian Mounted Police (RCMP) to take fingerprints performs this check for their municipality.

Authorized Private Firm Working for a Municipality
A person residing in a municipality for which a private firm is authorized to take fingerprints must:

  1. complete the consent form SQ-682-003 provided by their employer
  2. attach to the form 2 pieces of identification, one with a photo
  3. submit all documents to the employer who will send the form to the Sûreté du Québec

If a fingerprint is required after verification by the Sûreté du Québec, the Sûreté communicates with the person. Subsequently, the person must:

  1. complete the form SQ-3085 (authorization for a vulnerable sector check) provided by the Sûreté
  2. contact a private firm authorized to take fingerprints for their municipality (or one of them if there are several) and make an appointment
  3. attend the appointment with 2 pieces of identification, one of which with a photo, in order to:
  • submit form SQ-3085
  • make the required payment
  • have their fingerprints taken

Note
For a volunteer, fingerprints are taken free of charge by the Sûreté police station.

The authorized private firm or the Sûreté police station will electronically transmit the fingerprints to the RCMP, who will then forward the results to the local police department.

Municipality for Which No Private Firm is Authorized
A person residing in a municipality for which no private firm is authorized to take fingerprints must:

  1. complete the consent form provided by their employer and return it to them
  2. go to their local police department (to find their contact information, use the online service Bottin des services de police) with 2 pieces of identification, including one with a photo, to have their fingerprints taken and to obtain:
  • the form Identification dactyloscopique aux fins de l’identification seulement (in French only)
  • the form Autorisation à une vérification – Secteur vulnérable (in French only)

       3. send the 2 forms and the required payment by mail to the authorized firm of their choice

The chosen firm will electronically transmit the fingerprints to the RCMP, who will then forward the results to the local police department. 

volunteer residing in a municipality for which no private firm is authorized to take fingerprints must:

  1. complete the consent form provided by the organization for which they volunteer
  2. go to the local police department to have their fingerprints taken
