Clientele
Anyone who wishes to sponsor a family member or relative who wants to make Québec their permanent home.
You may file a sponsorship application jointly with your spouse or de facto spouse. In this case, you will be jointly responsible for fulfilling the undertaking.
Requirements Applicable to Sponsors
Sponsors must:
- be either a Canadian citizen or a permanent resident of Canada (see the definitions)
- be at least 18 years of age
- be domiciled in Québec
- have sufficient resources for the duration of the sponsorship, if the sponsored person is your father, mother, grandfather, grandmother, or a close relative who is an orphan under the age of 18 or a dependent child (see the definitions) and has a child of his or her own
- have fulfilled the obligations arising from any previous undertaking with the Ministère du Travail, de l’Emploi et de la Solidarité sociale
- have, in the five years preceding the application, fulfilled the obligations arising from a judgment ordering the payment of support
In addition, you must not:
- be receiving social assistance benefits, except in certain circumstances
- have been convicted, in Canada or abroad, of a sexual offence, attempt or threat to commit such an offence against any person
- have been convicted, in Canada or abroad, of an offence resulting in bodily harm or an attempt or threat to commit such an offence against a family member or relative, against your spouse, de facto spouse or conjugal partner (see the definitions), or against a family member or relative of that person
- be subject to a removal order or detained in a prison or penitentiary
Requirements Applicable to Sponsored Persons
To be sponsored, an individual must be a family member or relative of the sponsor, and more specifically:
- the sponsor’s spouse, de facto spouse or conjugal partner, if the individual is at least 16 years of age
- the sponsor’s dependent child or a child to be adopted (international adoption)
- the sponsor’s father, mother, grandfather or grandmother
- the sponsor’s orphaned brother, sister, niece, nephew or grandchild, provided that he or she is under 18 years of age and is neither married nor a de facto spouse
To sponsor a family member or relative for permanent immigration, you must first apply to the Canadian government. If your sponsorship application is accepted, you will receive a letter inviting you to continue the process with the Québec ministère de l’Immigration, de la Diversité et de l'Inclusion.
You must then take the following steps:
- Fill out the required forms contained in the undertaking application kit that matches your situation.
- Enclose the required payment and a copy of the letter or email from the Canadian government inviting you to continue the process with the Ministère.
- Send your complete application to the Ministère’s Direction de l’enregistrement et de l’évaluation comparative.
Fees
The fees charged for reviewing a sponsorship application are as follows :
- $284 for the sponsored person;
- $114 for each of the sponsored person's family members accompanying him or her.
Payment Methods
The fees may be paid by:
- credit card (complete the credit card payment form and enclose it with the application)
- certified cheque drawn on a Canadian bank
- cheque issued by an agent at an exchange office
- Canada Post money order
- bank draft drawn on a Canadian bank
Cheques and bank drafts must be made out to the Minister of Finance of Québec and bear the applicant's name on the back, in block letters.
The processing time of a sponsorship application for an immigrant in the family class category is 25 working days.
The duration of the sponsorship varies according to the family relationship:
- 3 years for spouses (see the definitions), de facto spouses (see the definitions) or conjugal partners (see the definitions);
- 10 years or until the age of majority (18 years old) for dependent children under 16 years of age, whichever of the 2 periods is longer;
- 3 years or until the age of 25 years for dependent children 16 years of age or older, whichever of the 2 periods is longer;
- 10 years for all other relatives (father, mother, grandfather or grandmother).
The sponsor’s obligations take effect as soon as the sponsored person (see the definitions) obtains permanent resident status (see the definitions) or a temporary stay permit.
Québec selection certificate
The Québec selection certificate is valid for three years, beginning from the date of issuance. It can be renewed for 12 months following the assessment of the file.
