Applying for Benefits under the Québec Parental Insurance Plan

You can apply for Québec Parental Insurance Plan (QPIP) benefits either online or by telephone. In both cases, you must have all the required information on hand.
You can file an application using the online service Québec Parental Insurance Plan – Applying for Benefits (ClicSÉQUR - Citoyens authentication required). If you start completing the form and are unable to finish, you can save the information already entered for 120 days.
By Telephone
You can also file an application by calling the QPIP’s Centre de service à la clientele and an agent will complete the online form for you. You can then:
  • access your file using the online service Québec Parental Insurance Plan – Access Your File (ClicSÉQUR - Citoyens authentication required) and submit the application directly online yourself, or
  • request to have the pre-completed form mailed to you and then return the signed and dated form according to the instructions given by the Centre de service à la clientèle

Information Provided with the Child’s Declaration of Birth
To avoid having to provide the child’s birth certificate when applying for QPIP benefits, parents may give the Directeur de l’état civil permission to contact the Ministère du Travail, de l’Emploi et de la Solidarité sociale in order to obtain their Social Security Number and other birth-related information. To do so, they must complete the corresponding section on the form entitled Application for Simplified Access to Birth-related Government Programs and Services, which is enclosed with the declaration of birth.
