Applying for Benefits under the Québec Parental Insurance Plan

You can apply for Québec Parental Insurance Plan (QPIP) benefits in either of the following ways. Be sure to
have the required information on hand.
  • Use the File an Application online service (ClicSÉQUR - Citoyens authentication required), or
  • Call the QPIP's Centre de service à la clientele.
An official record of employment issued by the employer is required. However, you can apply for benefits even if you do not yet have your record of employment.
Applying for Benefits Online
You can file your application yourself or you can call an agent at the QPIP Centre de service à la clientèle, who will fill out the online form for you. Then, all you have to do is access your online file and submit your application. If you start filling out your online application and are unable to finish it, you can save the information already entered. You will then have 30 days to complete the process.
Applying for Benefits by Telephone
The agent at the QPIP’s Centre de service à la clientèle will mail you the pre-completed form for you to sign and mail back as soon as possible.
Information Provided with the Child’s Declaration of Birth
Parents may give their consent for the Directeur de l’état civil to forward birth-related information and their social insurance numbers to the ministère du Travail, de l’Emploi et de la Solidarité sociale. To do so, complete the appropriate section of the Application for Simplified Access to Birth-Related Government Programs and Services form, which is included in the declaration of birth. If you do so, you will not have to provide your child’s birth certificate when you apply for benefits.
