If you are receiving a retirement pension from the Commission administrative des régimes de retraite et d’assurances, you can make your change of address by mail or by telephone.
If you contribute to one of the retirement plans administered by the Commission and
- your file is currently being processed (application for a buy-back of service, application for reimbursement, etc.), you must notify the Commission by telephone or by mail;
- your file is not currently being processed , you do not have to notify the Commission. The Commission will refer to the address file of the Régie de l’assurance maladie du Québec when it needs to contact you.
A retirement pension is paid to an employee from the day of his or her retirement, provided the employee has applied for and is entitled to a pension.
For a person who has contributed to one of the plans and has ceased working but has not yet applied for a pension, payment of the pension begins no later than December 31 of the year during which the person turns 69.
Pension credit
A pension credit is an annual sum that is added to the basic pension and that results from a buy-back of past service under the Government and Public Employees Retirement Plan (RREGOP), or from a transfer made from a supplemental pension plan or under a transfer agreement. A buy-back of a paid training period under the Teachers Pension Plan (TPP) or the Civil Service Superannuation Plan (CSSP) also results in a pension credit.
Years of service
The years of service credited for the calculation of a pension are the years that are used to calculate the amount of the annual basic pension to which the participant will be entitled at the time of his or her retirement. These are the years of participation in the retirement plan.
Years of service credited for eligibility for retirement, on the other hand, are the years used to determine whether the participant is eligible for a retirement pension, with or without a reduction. These years correspond to the aggregate of
- the years of service credited for the calculation of the pension, that is, the years of participation in the plan;
- the years that are credited by the pension plan but do not count for the calculation of the pension, for example, years giving entitlement to a pension credit.
Employees and pensioners in the public and parapublic sectors (public service, health and social services sector, education sector).
Calculation of the pension
The retirement pension is composed of the basic retirement pension plus any pension credit (refer to the definitions), additional life annuity and temporary annuity.
The basic pension is calculated using the following formula:

Note
Where a person holds a part-time position, the pensionable salary taken into account will be the salary the person would have received if he or she had been employed full time. In other words, the salary will be annualized.
Additional life annuity and temporary annuity
Persons who cease participating in the RREGOP or the PPCT on or after December 31, 1999 and who, at the time of retirement, have acquired a pension credit or a paid-up annuity are entitled to a revaluation of the corresponding years of service. This measure also applies to TPP and CSSP participants who have acquired a pension credit as a result of the buy-back of a paid training period.
This revaluation takes the form of temporary annuity payable until age 65 (or until the pensioner’s death, whichever occurs first) and an additional life annuity.
Payment of the pension
The Commission administrative des régimes de retraite et d'assurances pays the pension to the pensioner on the 15 th day of each month, regardless of the number of days in the month. Pensions are paid in 12 equal instalments by cheque or by direct deposit.
Source deductions
The Commission deducts federal income tax and Québec income tax from the pension paid to pensioners. The amount of source deductions is determined based on the assumption that the retirement pension is the pensioner’s sole income.
Indexation of the retirement pension
Starting from the time it begins to be paid, the basic pension is indexed on January 1 of each year to the rate of increase of the Pension Index determined by the Régie des rentes du Québec in order to reflect the increase in the cost of living.
For the RREGOP, the PPMP, the TPP and the CSSP
The part of the pension corresponding to service credited before July 1, 1982 is indexed to the rate of increase of the Pension Index; the part of the pension corresponding to service credited after June 30, 1982 but before January 1, 2000 is indexed to the rate of increase of the Pension Index, minus 3%.
The part of the pension corresponding to service credited after December 31, 1999 is indexed according to the more profitable of the following:
- 50% the rate of increase of the Pension Index;
- the rate of increase of the Pension Index, minus 3%.
For the PPCT, the pension is indexed in the same way as for the other plans, but the part of the pension corresponding to years of service credited at the rate of 1.6% is indexed to the rate of increase of the Pension Index, minus 3%.
Revision of retirement pensions
The Commission is obligated to revise the pensions it pays to pensioners taking into account any error in calculation or any correction to the data used to calculate the pension at the date of retirement.
Pensions are revised at the later of the following dates:
- 36 months after the pensioner ceases to participate in the pension plan;
- 6 months after payment of the pension begins.
If the Commission is unable to revise the pension at the prescribed date, it may do so within 12 months following that date, but without taking into account corrections received after the date prescribed for revision.
Once it has been revised, a pension may not be reduced, unless an amount was overpaid due to an administrative error the pensioner reasonably should have been aware of.
