The Act respecting workforce vocational training and qualification regulates certain activities that may be dangerous for workers and the public. Under the Act, workers must hold a certificate of qualification or an apprenticeship card (see the definitions) in order to practise certain regulated trades, and employers must make sure their workers have the required certificate.
Emploi-Québec is responsible for applying the regulations governing all the regulated trades in the non-construction sector, as well as certain trades in the construction sector, particularly those involving stationary engines, gas and pressure vessels.
Certificate of qualification
A document attesting to the degree of skill acquired by a worker in a trade, based on pre-established standards.
A certificate of qualification is issued by the Centre administratif de la qualification professionnelle of Emploi-Québec to the worker who has successfully completed the apprenticeship program for a regulated trade. The program usually includes on-the-job learning activities, training activities and an examination. There are currently thirty-one certificates of qualification related to trades and functions in the fields of electricity, pipe fitting, elevators, gas, stationary engines and pressure vessels. The holder of a certificate of qualification is able to carry out the duties, apply the techniques and comply with the safety standards of the trade concerned.
Apprenticeship card
An apprenticeship card allows its holder to perform, under the supervision of a qualified worker, the regulated duties related to the qualification concerned.
Change of address
Workers must notify the Commission of any change of address in order to keep their file up to date.
