Applying for Low-Rental Housing

Low-income households composed of any number of people

To apply for program benefits, you must:

  • be 18 years of age or over or have obtained your emancipation (the legal capacity to exercise your civil rights) as a result of marriage or a court decision
  • live in Québec
  • be a Canadian citizen or a permanent resident
  • have lived in Québec or, in some cases, in the area served by the organization to which you submitted your application, for at least 12 of the 24 months preceding your application (this requirement does not apply to people who have been subjected to spousal abuse or to disabled individuals who use a wheelchair)
  • be able to provide for your basic needs (e.g., personal care, household tasks), either independently or with help from a family caregiver or third party
  • have, independently or in conjunction with your household, an income that does not exceed the maximum admissible income

To determine the amount of your maximum admissible income, please refer to the By-law respecting the allocation of dwellings in low rental housing.

Other requirements may apply, depending on the organization in question.

The following people are not eligible:

  • full-time students who do not have any dependent children
  • former low-rental housing tenants whose leases were terminated due to:
    • abandonment
    • non-payment of a debt to the landlord or of a sum arising from a Régie du logement judgment during the 5 years following the tenant’s departure from low-rental housing or until the debt is cancelled.

To apply for low-rental housing:

  1. Contact one of the following organizations in your area and request a copy of the Low-Rental Housing Application form:
    1. a housing bureau
    2. a housing cooperative (co-op)
    3. a non-profit organization
  2. Fill out the form and enclose the required documents.
  3. Submit your application to the selected organization.

If the organization does not have any low-rental housing available, it will put you on a waiting list.
