Requesting Advance Approval of a Reimbursement for Specialized Healthcare Services not Available in Québec

Anyone who is insured by the Québec Health Insurance Plan and whose condition requires specialized medical services that are not available in Québec. However, the services must be covered by the Plan.

If advance approval is granted, the Régie pays the healthcare provider in full for:

  • hospital services (e.g. nursing care, diagnostic procedures, accommodation in a room of 3 or more beds, drugs administered while hospitalized)
  • professional services received at a hospital (e.g. the services of a physician)

To request approval to receive specialized healthcare services outside of Québec, you must first obtain the following from 2 physicians in Québec who have expertise in the specialty concerned by your illness:
  • a written request with a description of the healthcare services required
  • an attestation that includes the following information:
      • confirmation that the services required are not offered in Québec
      • the name of the physician whose services are required, with the name and address of the recommended hospital
      • a summary of your medical file
These documents must be sent, together with your request, to the Régie de l’assurance maladie du Québec.
 
The Régie will assess your request and inform both you and your medical specialists of its decision.
