If your deceased spouse worked in a foreign country, you may be entitled to a pension from that country for you and your dependent child.
Contact the Bureau des ententes de sécurité sociale at Retraite Québec to find out which countries have signed agreements with the gouvernement du Québec.
Any worker who contributes or contributed to the pension plan of a country that has signed a social security agreement with Québec may receive a pension from that country. The worker and his or her spouse may be entitled to a retirement or disability pension, and family members may receive benefits in the event of the worker’s death.
A pension from a foreign country does not reduce the amount of a retirement pension from the Québec Pension Plan.

Application of Agreements
The Bureau des ententes de sécurité sociale of Retraite Québec is responsible for the application of these agreements. Its mandate is to:
- provide documents, information and forms pertaining to a foreign pension
- serve as an intermediary between the person wishing to apply for a pension and the foreign country where the person worked and with which Québec has a social security agreement
Clientele
The following may be entitled to a pension from a foreign country:
- a worker who contributes or contributed to the pension plan of a country that has signed an international social security agreement with Québec
- a surviving spouse or child, if the worker is deceased
- a former spouse, if the worker is divorced or legally separated
Requirements
The person receiving the pension must reside in Québec.
Other conditions may apply depending on the agreement with the signatory country.
The pension granted is calculated on the basis of several factors, including the amount of the contributions paid by the worker into the foreign plan and the type of plan concerned.
The Bureau des ententes de sécurité sociale of Retraite Québec has administered these agreements since February 3, 2003.
